Current Policies for Public Comment
On January 12, 2010, the Board of Education tentatively adopted Policy ABC, Parental Involvement. This policy sets forth the guidelines for encouraging parent and family involvement in the school community to support children’s education, healthy development, and well-being. The policy was updated to remove regulatory language and align with research-based national standards for family-school partnerships. In addition the implementation details for the policy will be included in a regulation that currently is under revision.

On October 26, 2009, the Board of Education tentatively adopted Policy JHF, Bullying, Harassment, or Intimidation to comply with Maryland law and to demonstrate commitment to addressing this issue. The policy includes professional development for administrators and staff; encouraging student involvement in prevention efforts; facilitating communication with families and the community and implementing strategies for supporting their children; ensuring collaboration with community health and mental health resources; and providing a range of interventions developed to prevent bullying, harassment, or intimidation while ensuring the safety of students who are victims.

On November 10, 2009, the Board of Education tentatively adopted Policy GIJ, Operating Fund Investments. This policy establishes the investment scope, objectives, and guidelines for the investment of school district operating funds. Montgomery County Public Schools has similar investment policies for the Employee’s Retirement and Pension fund and the Other Post Employment Benefits fund.

On November 10, 2009, the Board of Education tentatively adopted Policy EID, Tax Deferred Annuity Program. This policy provides defined contribution retirement savings programs for all employees. The policy reflects the structure of the 403(b) and 457(b) defined contribution plans as they have evolved to broader market instruments than the original insurance company tax-deferred annuity products. The policy revision continues the Montgomery County Board of Education’s commitment to maintain a plan of retirement/pension benefits which is adequately funded and will provide income to employees during their retirement years.

On October 26, 2009, the Board of Education tentatively adopted Policy ECK, Use of Smith Center for Non-MCPS Groups. This policy authorizes the superintendent of schools to permit the use of the Lathrop E. Smith Environmental Center (Smith Center) by non-profit groups. The Smith Center is a facility owned and operated by Montgomery County Public Schools (MCPS) to provide interdisciplinary learning opportunities outdoors. The Smith Center also operates day programs that are open to MCPS students and staff.

This policy sets forth the guidelines for maintaining salary and retirement benefit levels for personnel who are transferred or assigned to positions with a lower salary classification, especially within two years of retirement.
