Summer Programs 2023: Districtwide Participation and Effects of Participation on Academic Performance

Description:

The primary purpose of this evaluation was to assess the effects of the Montgomery County Public Schools (MCPS) 2023 summer programs on students’ literacy and mathematics achievement. The evaluation examined K–12 participant characteristics and participation rates for MCPS Extended Learning Opportunities – Summer Adventures in Learning (ELO SAIL), Local School Programs (LSP), and the Central High School Summer Program (CHSSP) and utilized a quasi-experimental, pre-post, matched comparison group design to examine the effect of the summer programs on the academic performance of ELO SAIL and LSP participants in kindergarten (K) through eighth grade. The summer credit attainment rates of CHSSP participants in Grades 9–12 were also examined.

Recommendations:

Based on the results of the evaluation, it is recommended for the district to maintain current implementation of summer programming for one additional year with the following considerations in mind:

  • Increase the duration of summer programming to help improve program effectiveness.
  • Consider incorporating additional instructional supports in summer programming.
  • Continue to strengthen district-level recruitment strategies for summer programming.
