The Applied Research Unit conducts research for the school district, analyzes, and reports on student performance on tests such as the Assessment Program in Primary Reading (AP-PR), AP, IB, PSAT, SAT, and ACT.
The unit also conducts research on the relationship of student academic performance, demographic variables, and participation in selected schools, classes, and programs.
The unit helps schools in research/data-driven decision-making by developing monitoring tools that apply research findings to the school setting. The tools help staff in early identification of students at risk of not meeting academic standards so that they may be provided the necessary support/intervention. Additionally, the unit conducts student, staff and parent surveys.
The Applied Research Unit provides consulting services to schools and offices and coordinates external research requests submitted to Montgomery County Public Schools (MCPS).

The Assessment and Data Management (ADM) Unit is responsible for supporting the districtwide implementation of the PowerSchool Performance Matters assessment and data analytics tool. The unit collaborates with multiple district level offices to ensure the academic and non-academic measures housed on the platform are accurate and timely. As part of this work, ADM develops and delivers ongoing professional learning to district users to assist them in using the data platform to: access and filter data by student demographics or subgroups, create online student assessments, and monitor student performance over time. In addition, the unit creates and maintains web-based resources that provide the ongoing support for district learners as school and district staff investigate real-time reports to inform instructional and strategic planning.

The Program Evaluation (PE) Unit designs and conducts comprehensive implementation and outcome evaluations of Montgomery County Public Schools' (MCPS) programs and initiatives aligned with the MCPS strategic plan, Our Call to Action: Pursuit of Excellence. The goal is to provide formative or summative information on the program's or policy's outcomes and processes through the application of scientific tools and techniques.
These evaluations focus on the Board of Education and the superintendent's priority areas and initiatives implemented in MCPS to improve student learning. In addition, PE staff members provide technical assistance and consulting to other MCPS program staff, develop evaluation plans for major grant proposals sought by the school system, provide psychometric consultation and analyses and collaborate with outside higher education institutions in the evaluation of selected funded programs operating within the school system.

Central Records supports schools by maintaining all graduate and withdrawal student records in compliance with State and Federal regulations. We also support MCPS offices by storing boxed records based on space availability.

The reporting unit publishes Schools at a Glance, Special Education at a Glance, and School Safety and Security at a Glance on an annual basis.
Reporting is also responsible for submitting required data collections to the Maryland State Department of Education (MSDE), as well as the United States Department of Education (USDE).
The unit provides support to school recordkeepers and responds to data requests from school and office staff, as well as from outside the system. Reporting also monitors data entered into the student system to ensure accuracy.

The Testing Unit implements a comprehensive program of student assessment including all parts of the state-mandated testing program. Additionally, OSA contributes to MCPS accountability for student performance by analyzing and reporting results from the SAT, Advanced Placement Tests, and other measures of student performance that are not part of the state-mandated testing program.
