The focus of this evaluation study was on the implementation of ESOL instruction at the secondary level during the 2010-2011 school year. This report provides a description of demographic and linguistic characteristics of secondary ESOL students, procedures for identifying ESOL students, their placement, classroom instruction, and assessment. The report also provides information on aspects of the ESOL program that facilitated implementation, challenges to implementation, and highlights areas for improvement.
