MEAP is a federally funded program that operates year-round and assists eligible Maryland households free of charge. The program is aimed at making homes more comfortable by repairing and replacing heating, cooling, and water heating systems.

Housing Stabilization Services (HSS) provides case management and limited financial grants to support residents at-risk of homelessness. Services includes assessment of need, emergency financial assistance, and case management to help households keep their current housing, obtain new housing, prevent utility shut-off, restore disconnected utility services, and moving/storage assistance. Burial assistance grants are also available.
Eviction prevention grants are available to households that meet income guidelines, have received a court judgement for an eviction or "put-out" notice, and have not received an eviction prevention grant in the preceding 12 months.
Housing Opportunities Commission provides affordable housing and supportive services that enhance the lives of low- and moderate-income families and individuals throughout Montgomery County.
Shared Horizons administers two types of pooled special needs trusts: Self-Funded & Community Trusts.

The Montgomery Cares Program is a group of community-based health care providers that provide medical care to uninsured adults in Montgomery County. The program offers medical check-ups by a doctor/nurse, sick visits by a doctor/nurse, medications, lab tests, x-rays, access to a specialist, access to oral health care and access to other health programs.There are ten different health care agencies who provide services in over twenty-five locations throughout Montgomery County. Eligibility for the program is determined at DHHS' Office of Eligibility and Support Services (OESS). Residents must visit an OESS office or one of the ten participating clinics where staff can assist with eligibility determination.
