Salary Increases Effective JULY 1, 2024

The Board of Education has approved agreements with the employee associations that allow for salary increases effective July 1, 2024. The increases include—

  • a cost-of-living adjustment (COLA) for MCEA and SEIU permanent employees,
  • step increases for eligible employees, and
  • longevity increases for eligible SEIU employees.

This page will walk you through some of the negotiated changes and help you determine how you will be impacted.


How does this apply to you?

First, determine your current salary step.

  1. Visit the Employee Self-Service (ESS) web page;
  2. Click on the My salary information* link, which you will find under the green My Pay banner;
  3. Log in to be directed to your current salary information; and
  4. Click on your position code or job title to see your current salary step.

Next, review your union-specific information.

SEIU employees will receive—

  • a 3 percent COLA, effective July 1, 2024; and
  • a salary step adjustment** if hired prior to February 1, 2024, unless on unpaid leave for five months or more during fiscal year (FY) 2024, or currently at the top step of their pay grade; and
  • a longevity increase for those who complete 10, 14, 18, or 22 years of service during FY 2025.

MCEA employees will receive—

  • a $2,918 COLA for 10-month employees, a $3,428 COLA for 12-month employees; and
  • a salary step increase if hired prior to February 1, 2024, unless off scale***, on unpaid leave for five months or more during FY 2024, or currently at the top step of their pay grade.

MCAAP/MCBOA employees will receive—

  • a salary step increase if hired prior to February 1, 2024, unless on unpaid leave for five months or more during FY 2024, or currently at the top step of their pay grade.

MCAAP/MCBOA members on steps 50 or 60 (off-schedule salaries) will move to the appropriate step on the FY 2025 salary scale that is at least $3,000 more than their FY 2024 base salary. Please note the following—

  • If there is not a $3,000 increase within the new FY 2025 salary scale, the MCAAP/MCBOA member will receive the difference in a one-time payment that will be due no later than November 1, 2024.
  • If an eligible unit member retires or departs prior to the payment scheduled for November 1, 2024, the one-time payment will be pro-rated based on the member’s service during the FY 2025 school year.
  • If an eligible unit member departs prior to June 30, 2025, the unit member will be  required to pay back the unearned portion of the one-time payment according to the time served as of the date they depart

Now, find out if you are eligible for a FY 2025 step adjustment

You will receive a step adjustment if—

  • You were hired prior to February 1, 2024, AND
  • You were NOT on unpaid leave for five months or more in FY 2024, AND
  • Your step is not off scale (steps 50, 55, 60 and 65 for MCEA), AND
  • You are not on a top step (17 for SEIU, 25 for MCEA).

What to expect next

Verify the increase you have received.
Your new salary information, including your salary/hourly rate of pay and prorated annual salary, will be available online beginning July 1, 2024. To verify your salary, on or after July 1, 2024, visit the Employee Self-Service web page and click My salary information under the green My Pay banner.

Look for a full salary increase in your July 26, 2024, paycheck.
Step increases and pay increases that result from the FY 2025 COLA will take effect on July 1, 2024. Remember: MCPS employees are paid two weeks after the last day of a pay period. This means that you will receive your FY 2025, step increase and/or COLA beginning with your July 26, 2024, paycheck.

**For SEIU, some step adjustments do not include a salary increase but move the employee a step toward an increase.

***MCEA employees who are off scale—on steps 50, 55, 60 and 65 due to a 2 percent salary increase during FY 2013 or FY 2014—will receive the $2,918 COLA (10-month employees) or $3,428 COLA (12-month employees), but will not receive a step increase on July 1, 2024.
