About ELD (English Language Development)
The goal of the MCPS English Language Development program is to empower Emergent Multilingual Learners (EMLs) to master academic English to thrive in school, college, careers, and as global citizens. The education of students learning English as a new language is a collaborative responsibility shared by the English Language Development (ELD) teacher, the classroom teacher, all other appropriate MCPS staff, as well as the EML. We identify eligible students for ELD services, monitor their English Language Development, provide instructional support in various content areas, and exit students who have met the Maryland State Division of Education's English Language Proficiency Target as measured by the WIDA ACCESS test.

Ms. Michelle Andrade |
Ms. Andrade is an ELD teacher. She graduated from the University of Maryland, Baltimore County. She loves to spend time with family, traveling around the world, and spending time outdoors. |

Mr. Manuel Cardenas |
Mr. Cardenas is a dual certified English and ELD teacher with 9 years of experience focused on promoting literacy development in high school. He believes that, at its core, education is about relationships and people. Students' learning potential is at its greatest when students feel seen. |

Ms. Penny Chan |
Ms. Chan is an alumnus of University of Maryland, College Park and Johns Hopkins University and has been a teacher in different capacities for over 25 years. She enjoys staying active and loves gardening, swimming, hiking and reading. |

Ms. Sara Dutton-Howard |
Ms. Howard is a graduate of Arizona State University, with a BA in Spanish. She has her Masters of TESOL from the University of Maryland, Baltimore County, along with her Masters of Social Work from Arizona State University. She loves traveling to new places and learning new things, spending time with her two dogs, drinking iced coffee, reading a new book, and swimming. |

Ms. Mikiko Korn |
Ms. Korn was born and raised in Japan. She is a Japanese and ELD co-teacher. Prior to teaching in America, she taught English as a foreign language in Japanese high schools. She has a MA in TESOL from Teachers College, Columbia University in New York City. She loves to travel and learn about various cultures. |

Ms. Liz Maione |
Ms. Maione is the Resource Teacher of the ELD Department and a lifelong language learner. She has a BA in French and a Master’s in Education from the University of Maryland and a MA in French from Middlebury College. She loves learning, teaching, traveling, spending time with family and friends, singing, animals, hiking, and doing yoga. |

Ms. Shana Mezori |
Ms. Mezori is an ELD teacher. She holds a B.A. in English and a M.A. in TESOL from the University of Maryland, Baltimore County (UMBC). With teaching experience both in the United States and internationally, Ms. Mezori enjoys working with students from diverse backgrounds and learning about different cultures. Outside of the classroom, she loves traveling, drawing and spending time caring for animals. |

Ms. Neukam is a graduate of the University of Maryland, College Park with a BA in Hearing and Speech Sciences, along with a Master of Arts in Education and Human Development from George Washington University. She loves spending time with family, friends, and pets, along with traveling, running, and gardening. |

Ms. Julie Parham |
Ms. Parham is a lifelong language learner. She has a BSLA in Spanish and Japanese from Georgetown University and a Master’s in Education from the University of Maryland, Baltimore County. She loves learning new things, reading, knitting and crocheting, traveling, and riding her motorbike, but her favorite thing to do is spend time with family and friends. |
