About ELD (English Language Development)

The goal of the MCPS English Language Development program is to empower Emergent Multilingual Learners (EMLs) to master academic English to thrive in school, college, careers, and as global citizens. The education of students learning English as a new language is a collaborative responsibility shared by the English Language Development (ELD) teacher, the classroom teacher, all other appropriate MCPS staff, as well as the EML. We identify eligible students for ELD services, monitor their English Language Development, provide instructional support in various content areas, and exit students who have met the Maryland State Division of Education's English Language Proficiency Target as measured by the WIDA ACCESS test.

Ms. Liz Maione

Ms. Maione is the Resource Teacher of the ELD Department and a lifelong language learner. She has a BA in French and a Master’s in Education from the University of Maryland and a MA in French from Middlebury College. She loves learning, teaching, traveling, spending time with family and friends, singing, animals, hiking, and doing yoga.

Ms. Penny Chan

Ms. Chan is an alumnus of University of Maryland, College Park and Johns Hopkins University and has been a teacher in different capacities for over 25 years. She enjoys staying active and loves gardening, swimming, hiking and reading.
