Policy IGS, Emerging Technologies in Education

The Montgomery County Board of Education is seeking comments on proposed amendments to Board Policy IGS, Emerging Technologies in Education, to update guiding principles for integrating emerging technologies into MCPS operations and instruction.  The policy has been available for comment since October 27, 2025.  Public comments are due by Monday, January 26, 2026. 
What do these updates to the policy do? 

  1. Highlight principles of data privacy; data security; equity; acceptable, ethical and responsible use.
  2. Require systemic process for identifying, selecting, and acquiring emerging technologies.
  3. Technologies selected shall support original, authentic and active learning, assess higher-order thinking, as applicable, and limit or detect academic dishonesty.
  4. Recognize the potential of generative artificial intelligence, provided it augments, rather than replaces, active, teacher-led instruction and authentic learning.

OPPORTUNITY FOR PUBLIC COMMENT

Policy GIG, Funding Retirement/Pension System

The Montgomery County Board of Education is seeking comments on proposed amendments to Board Policy GIG, Funding Retirement/Pension System, to update processes for the investment of unexpended appropriated operating funds.  The policy has been available for comment since October 22, 2025.  Public comments are due by Wednesday, November 11, 2025. 
What do these updates to the policy do? 

  1. Update and codify responsibilities for the MCPS Employees’ Retirement and Pension System.
  2. Appoint an external Board of Trustees to invest and manage the MCPS Retirement System Trust.
  3. Clarify that the Board of Education enters into a Trust Agreement and assigns certain powers and duties to the Trustees.
  4. Require that the Trustees review investment strategies with the Board of Education.
  5. Require that any modifications to retirement/pension plan benefits must be announced in a timely manner to allow opportunities for input from active and retired employees and all employee organizations.
  6. Require the superintendent of schools to contract with an external credentialed actuarial firm to develop certain reports and evaluations.
  7. Require the superintendent to meet annually with the Board of Education Fiscal Management Committee.

DIG, Operating Fund Investments

The Montgomery County Board of Education is seeking comments on proposed amendments to Board Policy DIG, Operating Fund Investments, to update processes for the investment of unexpended appropriated operating funds.  The policy has been available for comment since October 22, 2025.  Public comments are due by Wednesday, November 11, 2025. 
What do these updates to the policy do? 

  1. Update and codify existing investment processes.
  2. Maintain liquidity to meet immediate cash flow requirements.
  3. Allow a market rate of return for unexpended operating funds not needed immediately.
  4. Prohibit borrowing money for the sole purpose of investment.
  5. Requires the chief financial officer to hold investment strategy meetings with experts.
  6. Requires adherence to ethics laws, policies and regulations.

This policy does not apply to the investment of pension and retirement funds. Those are addressed by another policy.

Policy DAA, Fiscal Responsibility and Control

The Montgomery County Board of Education is seeking comments on proposed amendments to Board Policy DAA, Fiscal Responsibility and Control, to update processes that safeguard financial resources entrusted to the Montgomery County Board of Education.  The policy has been available for comment since October 22, 2025.  Public comments are due by Wednesday, November 11, 2025. 
What do these updates to the policy do? 

  1. Update and codify existing fiscal control processes.
  2. Require the superintendent of schools to monitor and manage appropriated funds.
  3. Prevent the over-encumbrance of the number of positions and the appropriation as contained in the budgets or supported programs. 
  4. Establish robust fiscal control systems for the effective management of the Board-adopted budget.
  5. Evaluate internal controls on a regular basis to assess potential deficiencies or redundancy.
  6. Develop and regularly review a financial procedures manual to set forth expected standards of training and conduct to promote ethical financial behavior among staff
  7. Report to the Board monthly regarding the status of the operating budget, and to the fullest extent possible, provide analytical commentary about such items as levels of revenue and expenditures and trends which may lead to substantial over-expenditures if not corrected.
