WHO ARE WE?
Formation of the Parents’ Council of the National Association for the Ad-vancement of Colored People (NAACP) came about as an out-growth of ideas put forth during the 1995 and 1996 NAACP Youth Sum-mits. The Parents’ Council is one of the vehicles created to empower Af-rican American and other minority parents to take a more pro-active role in the education of their chil-dren. The Council is made up of parents, guardians and grandpar-ents of minority children enrolled in the Montgomery County Public School System (MCPS) and resi-dents who may not have children in school but who share the goal of equal education for all children, particularly minority children.
Our Purpose?
The Purpose of the Parents’ Council is to provide a forum through which interested citizens may offer assis-tance, guidance and support to Afri-can American parents and students of Montgomery County Public Schools (MCPS) to pursue the high-est qualify education possible through encouragement, information sharing, positive mo-tivation, critical evaluation and advocacy.
HOW ARE WE ORGANIZED?
The Parents’ Council is comprised of representatives from each school in Montgomery County. Selected by their principal, these parent represen-tatives work together within the county’s schools for the purpose of training other parents to be advocates for their children, sharing information, and resolving problems that impact the education of their children. Each school elects a representative to attend the monthly meetings of the Par-ents’ Council. Any interested person may attend the monthly meetings.
The Parents’ Council is made up of of-ficers, parent representatives and the
Montgomery County Maryland Branch NAACP President, Executive Vice President, Vice President of Programs, and Chair of the Education Commit-tee. The Council meets monthly throughout the year to share in-formation that parents can use to enhance their child’s chances of academic success, and provide training to parent representatives.
What Do We Do?

Strengthening Families, Empowering Students |
NAACP Parents Council & P.A.C.E. |
At Kingsview, we know that it takes a village to give our children every chance to thrive. Education is one of the most powerful tools we can provide, and parents, educators, caregivers and community members all play a vital role in ensuring that every student has an equal opportunity to succeed. At Kingsview, two parent-led organizations, the NAACP Parents Council and the Parent Association for Community Engagement (P.A.C.E.), are working together to make that vision real. |
NAACP Parents Council - Led by Miyanda Hanson The Parents Council was created to empower African American and minority families to take an active role in their children’s education. Across Montgomery County, parent representatives come together each month to share resources, advocate for equity, and ensure that every child—no matter their background—has access to a high-quality education. By partnering with schools and community organizations, we help families navigate challenges, amplify their voices, and make a real impact on the learning experience. |
Parent Association for Community Engagement (P.A.C.E.) - Led by Angela Douglas-Roman P.A.C.E. is all about connecting families at Kingsview with one another and with the school in meaningful ways. We invite every family to step forward with courage, curiosity, and a voice that matters. Our mission is to build strong partnerships between parents, the school, and the community—advocating for policies that are fair, inclusive, and responsive to every voice. Through resources, events, and leadership opportunities, we empower families to lead—because when families thrive, children flourish. |
✨ A Shared Commitment - Both organizations are united by a common purpose: to empower families, promote equity, and ensure that every child has the opportunity to achieve their full potential.
