Montgomery County Board of Education Unveils 2027 Legislative Platform at Legislative Summit
On September 14, 2026, the Montgomery County Board of Education hosted its annual Legislative Summit at Richard Montgomery High School to formally present its 2027 Legislative Platform. Bringing together Maryland delegation and county officials to discuss fiscal challenges and policy reforms needed to support Montgomery County Public Schools (MCPS).
Faced with a $36 million budget gap, the Board’s agenda prioritizes financial accountability, mandate flexibility, and the protection of essential educational resources.
“Fiscal discipline and educational excellence are our priority,” said Board President Grace Rivera-Oven. “Everything we do must focus on making students' lives better.”
Key Priorities Highlighted at the Summit
- Adequate Funding & Formula Relief: Revisiting state wealth-equalization formulas to reflect community demographics and expanding special education costs.
- Blueprint Implementation Flexibility: Allowing local flexibility in implementation timelines and protecting base per-pupil funding during state delays.
- Mandate Fee Adjustments: Transitioning AP/IB exam fee coverage to a needs-based scale and recapturing elementary-level distributions for local use.
- Capital Investments: Advocating for "Built to Learn 2.0" state bonding and dedicated capital funding for historic school buildings.
