Dr. Belinda Penn, Principal 

Over the past 22+ years, Dr. Penn has dedicated her career to serving students and families in a variety of roles that span classroom instruction, school counseling, and administrative leadership. She earned her Doctor of Education in Global Education from the University of Southern California, an Education Specialist degree in Educational Leadership from Old Dominion University, a Master of Education in Counseling Education, and a Bachelor of Science in Public Administration from Virginia State University. Her professional journey has included service as a special educator, school counselor, resource counselor, assistant principal, and head of middle school—both domestically and abroad. Most recently, she served as a principal intern in MCPS. Each of Dr. Penn's experiences has strengthened her belief in the power of equity-driven leadership and the importance of cultivating inclusive learning environments where all students can thrive.

                             

Ms. Alyssa Cunneen, Assistant Principal

Ms. Alyssa Cunneen has over 14 years of experience with MCPS, serving in roles such as Special Education Teacher, Math Teacher, Teacher Leader, Acting Assistant Principal, and Staff Development Teacher. She brings a depth of knowledge and enthusiasm to RICA in her new position as Assistant Principal. Ms. Cunneen is dedicated to fostering a positive school climate that supports student learning, building strong professional relationships, monitoring academic progress, and effectively integrating technology into instruction.

 

Ms. Kristen Millios, School Program Specialist

Ms. Millios has been at RICA since 2017 and has worked in various capacities as a special education teacher at a learning center and PEP supporting the needs of parents and students through early childhood services. She holds a Master of Science in Special Education from Johns Hopkins University and a Bachelor's degree in Business Administration from the University of Portland in Oregon. Ms. Millios earned her Administrative Certificate from Hood College, MD.

With a proven track record in the field of customer service, Timothy consistently goes above and beyond to meet and exceed Staff and customer expectations.
