8/1/18 Update

Montgomery County Circuit Court judge issued a ruling from the bench granting a preliminary injunction barring the selection process at Wayside Elementary from moving forward. While MCPS disputes the Court’s findings and strongly disagrees with the ruling, we committed to ensuring your community has access to before and after care programming for the coming school year. For this reason, we have agreed to a proposed consent order that will allow Farmland Child Development Center (CDC) to provide before and after care programming at our school for the 2018- 2019 school year. Under the proposed order, Kids Adventure would not be the before and after care provider, however they would remain as the daycare provider in our school. MCPS and Wayside will revisit the childcare bid process for the 2019-2020 school year.

Dear Parents and Guardians:

I am writing to provide an update regarding before and after care programming at our school.  As I previously shared, Montgomery County Circuit Court judge issued a ruling from the bench granting a preliminary injunction barring the selection process at Wayside Elementary from moving forward.

While MCPS disputes the Court’s findings and strongly disagrees with the ruling, we committed to ensuring your community has access to before and after care programming for the coming school year. For this reason, we have agreed to a proposed consent order that will allow Farmland Child Development Center (CDC) to provide before and after care programming at our school for the 2018- 2019 school year. Under the proposed order, Kids Adventure would not be the before and after care provider, however they would remain as the daycare provider in our school.  The proposed order requires approval from the judge. We will provide an update as soon as the judge issues a ruling.

We know that several community members had expressed concerns regarding Farmland CDC’s schedule during emergency weather situations and winter and spring break. We have spoken to Farmland CDC about these concerns and they have agreed to address these issues in the coming school year.

MCPS and Wayside will revisit the childcare bid process for the 2019-2020 school year.

I want to thank you all for your patience as we work to resolve this issue in the best interest of our students. I also want to reiterate my thanks to Mrs. Michela, Wayside principal, for her commitment and unwavering dedication to the students of the school.

Dear Wayside Elementary Families:

I am writing to provide information regarding before and after care programs at Wayside.  As Mrs. Michela, Wayside principal, shared earlier this year, the before and aftercare program at Wayside was up for bid this year as part of a County Government regulation that requires childcare programs at school sites to be up for bid at least every seven years. As required by the County Government regulation, bids are reviewed by a committee comprised of staff and families as part of the selection process. While this selection process includes school staff and community members, it is administered by the Montgomery County Interagency Coordinating Board (ICB) and Community Use of Public Facilities. All members of the committee have equal input and provide feedback on the proposal and presentations of child care providers.  At the conclusion of the ICB process, the committee selected Kids Adventure to serve as the before and aftercare provider effective next school year.

On May 22, 2018, a Montgomery County Circuit Court judge issued a ruling from the bench granting a preliminary injunction barring the selection process at Wayside Elementary from moving forward. Put simply, the transition from the current provider, Farmland Child Development Center (CDC), to the newly selected provider, Kids Adventure, is temporarily postponed while the court further reviews the situation.

If you have contracted with either of these providers for the coming school year I understand this may raise questions about plans for your children next year.  MCPS is committed to ensuring your community has access to affordable, quality before and aftercare programming and we expect some clarity on next steps in the coming week. I want to thank Mrs. Michela for her support of the ICB childcare provider selection process. Her commitment to the success of the students and families at Wayside is unparalleled.
