Step III: Evaluating Different Policies and Laws in Each State

Given the short-term and long-term affects of alcohol and the many social consequences of alcohol, it is not surprising that many people are trying to prevent underage drinking and to help young people who do drink. There are efforts to combat underage drinking in every state, and many of the policies have similar themes. Some are run by government agencies, some by private groups, but all have specific ideas about how to solve this problem.

In this final section of the lesson, you will research programs and laws in your state and see how initiatives in your state compare to other states that are combating the problem of teen drinking.

As you read the information on the various websites we have provided, consider the following:

  • Does your state focus on deterrence? The definition of deter is "to prevent or discourage from acting, as by means of fear or doubt." Some states try to deter people from drinking by making the punishments so severe that teenagers will not drink for fear of the consequences.
  • Does your state focus on education? Some states try to educate children and teens regarding the dangers of drinking to make sure they know the potential consequences. If so, whom do they target (parents, teenagers, etc.)?
  • Does your state use another strategy other than deterrence and education? Is it a treatment program? Is it a program to track the effects of underage drinking? Something else? Describe it.
  1. First click on the multi-state programs in the first box of the table and see if any of them are working in your state.
  2. Then, scroll down to your state and read about the laws regarding alcohol and whatever programs your area has in place to combat the problem of teen drinking. (These links are not the only programs or laws available, but they will give you a good introduction to the initiatives of your state.)
  3. Next, choose two other states at random and investigate their laws and policies. Take notes on each of these.
  4. Finally, identify which you think is the most effective set of laws and policies. When making this determination, use your own life experience and what you know about teens who drink alcohol. Be prepared to explain why you think certain laws and policies are likely to be more effective than others.
  5. Take notes on the worksheet and bring it back to your youth court coordinator. (If you can't download or you do not have Word on your computer, click "See it online" and print it.) see it online | download it in Word.
