Board of Education Discusses Positions on Items of Legislation; Hears Presentation on the Annual Report; Approves Strategic Plan for FY 2019-2022; Hears Facilities and Boundaries Presentation and Holds Preliminary Work Session; and Decides to Examine School Names

The Montgomery County Board of Education (Board) met on Monday, February 25, 2019, at Carver Educational Services Center. During the meeting, the Board heard a presentation from the Montgomery County Public Schools  (MCPS) staff on the Annual Report to the Community; approved the draft Fiscal Year 2019-2022 Strategic Plan; heard a facilities and boundaries presentation and held a preliminary  work session; and discussed positions on items of legislation.

Annual Report for the 2017–2018 School Year

The Board received a presentation from MCPS staff and held a discussion on the district’s interactive online 2018 Annual Report to the Community. The Annual Report to the Community includes highlights from the 2017–2018 school year and the factors driving change in the district. The reports provides the community with information about who we are, student performance data, operational performance data, and the steps MCPS has taken to fulfill the vision and mission of MCPS.

Montgomery County Public Schools Draft Strategic Plan: Fiscal Year 2019–2022

The Board received a presentation and held a discussion on the draft Fiscal Year 2019-2022 Strategic Plan.  

At the conclusion of the 2017–2018 school year, the Board’s Strategic Planning Committee recommended that MCPS hire a consultant to review the district’s work around the creation of outcomes for student success, program indicators supporting the outcomes, and data and measures of accountability that demonstrate progress throughout the process. Kleine Consulting provided a deep analysis of the work and met with various school district stakeholders and community members for feedback before making final recommendations to the Committee in September 2018. Recommendations included:

  • create a multiyear plan with outcomes, programs/indicators, and measurable goals;
  • align any and all programs to allocated budgets;
  • identify no more than three to four key program indicators for each outcome; and
  • seek community and stakeholder input as part of the strategic planning process.

The draft Fiscal Year 2019?2022 strategic plan website, as presented, is centered on six outcomes for MCPS that include:

· Students Ready To Learn;

· Reducing and Eliminating Disparities in Student Learning;

· Students Prepared for College and Career;

· A Safe and Healthy Learning Environment;

· Efficient Operations; and

· Highly Effective Employees.

Aligned to each of the six outcomes are two to four program indicators that are monitored using data to determine the achievement of goals. Budgeted funds to support these outcomes and program indicators demonstrate the commitment of MCPS to provide opportunities for success for all students.

A comment section is included on the strategic plan website for constant feedback by community stakeholders on the work of the committee and MCPS to meet the outcomes and goals. The success of students is dependent upon a plan that is thoughtful, meaningful, fluid, and encourages opportunities for students and staff to learn and grow.

Facilities and Boundaries Presentation and Preliminary Work Session

The Board of Education discussed the superintendent’s recommendations for the Northwood High School possible holding center facilities. The Board also discussed Capital Improvements Program funding priorities. The Board discussed and approved the superintendent’s supplemental appropriation and transfer of funds request for the revitalization and expansion project for Seneca Valley High School.

New Business Item

The Board of Education voted on a new business item directing the superintendent of schools to support the local Col. E. Brooke Lee Middle School community in its consideration of the name of the proposed new school building, which support might include a committee comprised of community members and school staff. Furthermore the Board directed the superintendent to review the Board’s master list of names for naming school facilities and all current school names to ensure that all names are appropriate candidates for school facilities.

The Board discussed proposed legislation that could impact MCPS, as well as the recommended positions, and whether the bills are consistent with the Board’s legislative platform.

The Montgomery County Board of Education is the official educational policymaking body in the county. The Board is responsible for the direction and operation of the public school system. The Board consists of seven county residents elected by voters for a four-year term and a student elected by secondary school students for a one-year term. Board members are elected countywide but run at-large or from the Board district in which they reside.
