Board of Education Receives a Presentation and Discusses the Superintendent’s Recommended FY 2020 Capital Budget and Amendments to the FY 2019-2024 Capital Improvements Program; Discusses and Approves the 2018 Bridge to Excellence Master Plan

The Montgomery County Board of Education (Board) met on Monday, October 29, 2018, at Carver Educational Services Center, 850 Hungerford Drive in Rockville.  During the meeting, the Board received a presentation and discussed the superintendent’s recommended Fiscal Year (FY) 2020 Capital Budget and Amendments to theFY 2019-2024 Capital Improvements Program (CIP); and discussed and approved the 2018 Bridge to Excellence Master Plan.

Presentation of the Superintendent’s Fiscal Year 2020 Capital Budget and Amendments to the FY 2019-2024 Capital Improvements Program

The Board heard a presentation from Superintendent Smith and Montgomery County Public Schools (MCPS) staff regarding the Capital Budget and CIP. Dr. Smith is requesting minor adjustments to the adopted FY 2019-2024 CIP to address enrollment growth, school security, and access to college and career readiness programs. The $1.815 billion recommendation is an increase of $37.6 million more than the approved six-year CIP. The amended CIP includes a recommended FY 2020 expenditure of $324.33 million, an increase of $15.97 million more than the approved FY 2020 expenditure of $308.36 million.  The Board will hold a series of work sessions and hearings on the superintendent’s recommendations before making its decisions on the CIP on November 27.

Approval of the 2018 Bridge to Excellence Master Plan

Under the Bridge to Excellence in Public Schools Act of 2002 (BTE), enacted by the Maryland General Assembly in 2002, Local Education Agencies (LEAs) in Maryland are required to submit a Comprehensive Master Plan (Master Plan) that links school finance to decisions concerning school improvement annually. BTE is a standards-based approach to public school financing. BTE requires the Maryland State Department of Education to set academic content and student achievement standards, ensure that schools and students have sufficient resources to meet those standards, and hold schools and school systems accountable for the performance of all students and all racial/ethnic and special services groups. By design, the legislation requires school systems to integrate state, federal, and local funding and initiatives into the Master Plan.

The Board approved the Master Plan Annual Update for 2018 and the Federal and State Grant Applications and Other Reporting Requirements and approved the submission of the Bridge to Excellence in Public Schools Act of 2002—Master Plan Annual Update to the Maryland State Department of Education.

2019 Legislative Platform

Staff indicated that the 2019 Legislative Platform will be presented and voted on at the November 13, 2018, business meeting. The platform is in a new format that summarizes the Board’s positions on priority issues.

Appointment

The Board appointed Lori-Christina Webb, currently executive director, Office of the Chief Academic Officer, as chief of staff/ombudsman, Montgomery County Board of Education.

Recognitions

-The Board approved a resolution in recognition of Native American Heritage Month and Day (November 2018).

-The Board approved a resolution in recognition of School Psychology Awareness Week (November 12-16)

Future Meetings

The Board of Education will hold its first of two Facilities and Boundaries Work Sessions on Thursday, November 1, 2018. The Board will hold two Facilities and Boundaries Hearings on November 8 and 12, 2018. The Montgomery County Board of Education is the official educational policymaking body in the county. The Board is responsible for the direction and operation of the public school system. The Board consists of seven county residents elected by voters for a four-year term and a student elected by secondary school students for a one-year term.
