Board Meeting Update, Thursday, October 14, 1999: Board Reviews Preliminary Education Plan, Approves Policy on English Language Learners, Appoints Chief Operating Officer

The Board of Education met yesterday [Thursday, October 14] and, among other items, reviewed a preliminary education plan for the school system and approved a revised policy on the education of English language learners. The Board also approved four administrative appointments. The Board recognized Dr. Brenda Hammond and approved the observance of Supporting Services Recognition Day and National Transportation Safety Week in Montgomery County Public Schools. The beginning of the 1999 Montgomery County Employees' Charity Campaign was announced.

Report on Education Plan

Five "Steps for Success" recently adopted by the Board of Education are helping to focus and align school system resources to significantly improve the achievement level of all students and accelerate the achievement of African American and Hispanic students. Deputy Superintendent Steven Seleznow and Chief Operating Officer Larry Bowers presented an overview of the ongoing work to develop the educational plan that will help implement the Board's academic priorities, ensure appropriate assessment and accountability, and restructure the organization of the school system to support these initiatives. Details of the reorganization are scheduled for presentation at the October 25th Board meeting. The initial draft of the educational plan will be presented at the November 9th meeting.

Personnel Appointments

The Board of Education approved the following administrative appointments:

  • Larry A. Bowers, currently chief financial officer, as chief operating officer (equivalent to deputy superintendent).

  • Barry N. Burke, currently coordinator of industrial and technology education, as director, Division of Career and Technology Education.

  • Dale E. Fulton, currently acting curriculum coordinator, Department of Academic Programs, as director of High School Innovative Programs and Academic Initiatives.

  • Karen L. Crawford, currently student support specialist at Rocky Hill Middle School, as coordinator of student affairs, Office of Pupil and Community Services.

    Policy IOD, "Education of English Language Learners"

    The Board approved Policy IOD, "Education of English Language Learners," that affirms the education of English language learners as a high priority for Montgomery County Public Schools.

    Recognitions

    Recognition of National School Bus Safety Week in Montgomery County Public Schools from October 17 through 23 was approved. October 28 was approved as the seventh annual Supporting Services Personnel Recognition Day. Dr. Brenda Hammond, winner of the 1998 Presidential Award for Excellence in teaching elementary science, was honored for her distinguished service to the school system and its students.

    Employee's Charity Campaign

    The 1999 Montgomery County Employees' Charity Campaign was launched during a ceremony at the Board meeting. The campaign is scheduled for October 14 through November 12. Last year, school system employees donated $233,310 - an increase of 5 percent over the previous year.
