Board of Education Discusses Recovery of Education; Tentatively Adopts Fiscal Year 2022 Operating Budget; and Discusses Legislative Positions

The Montgomery County Board of Education (Board) conducted a hybrid (virtual and in-person) business meeting on Tuesday, February 23, 2021.  During the meeting, the Board received an update on Montgomery County Public Schools’ (MCPS) plan for the return of students to in-person learning; tentatively adopted the recommended Fiscal Year (FY) 2022 Operating Budget; and discussed recommended legislative positions.

Recovery of Education
The Board received an update and held a discussion on MCPS’ plan for the return of students to in-person learning. MCPS staff provided an update on current health conditions in the county, efforts to mitigate the spread of COVID-19 in buildings, and wellness and outreach efforts. The Board also voted to adjust graduation requirements for the Class of 2021 to align with the graduation requirements imposed by the Maryland State Board of Education.

Fiscal Year 2022 Operating Budget

The  Board voted unanimously to tentatively adopt a $2.78 billion operating budget for Fiscal Year (FY) 2022. This is an increase of $24.3 million (0.9 percent) from the current FY 2021 budget. The budget will allow MCPS to provide a continuation of key services and reflects the significant impacts of the COVID-19 pandemic on operating costs and projected revenues.

The Board submitted its budget request to Montgomery County Executive Marc Elrich and the Montgomery County Council on March 1, 2021. County Executive Elrich is expected to release his budget recommendation on March 15, 2021. The Montgomery County Council will hold public hearings on the county budget in April before passing a final budget on May 20, 2021. After the County Council’s action, the Board of Education will vote again on June 10, 2021, for final adoption of the FY 2022 operating budget.

Positions on Educational Legislation

The Board discussed legislation that will be considered by the Maryland General Assembly during the 2021 Maryland legislative session that could impact Montgomery County Public Schools (MCPS). The bills have been analyzed to determine any impact on MCPS, as well as whether or not they are consistent with the legislative annual priorities that were adopted by the Board at its November 10, 2020, Board business meeting.

Approval of Association Agreement

The Board approved the negotiated agreement for the period of February 23, 2021, through June 30, 2022, for the Montgomery County Education Association.

Facilities and Construction

The Board approved the preliminary plans for the Stonegate Elementary School major capital project.

Future Meetings

The Board is scheduled to hold its next business meeting on Thursday, March 11, 2021.  The Board will meet in a hybrid format (in-person and virtually).  The agenda is subject to change. Please check the Board’s website and meeting calendar for further information.

The Montgomery County Board of Education is the official educational policymaking body in the county. The Board is responsible for the direction and operation of the public school system. The Board consists of seven county residents elected by voters for a four-year term and a student elected by secondary school students for a one-year term. Board members are elected countywide but run at-large or from the Board district in which they reside.
