MCPS Releases Districtwide Boundary Analysis Interim Report

March 20, 2020
External consultant WXY Architecture + Urban Design has provided the Montgomery County Board of Education with an interim report assessing Montgomery County Public Schools’ boundaries as part of a Districtwide Boundary Analysis.

The 500-plus page document includes in-depth analysis on school utilization, school diversity, student proximity to school, and student assignment stability. The report also includes boundary benchmarking data from other school districts and a summary of community engagement to date.

The report comes as WXY has completed its first phase of the Districtwide Boundary Analysis, an initiative designed to provide a comprehensive assessment of MCPS boundaries. WXY is analyzing data points, such as school facility utilization and capacity, student demographics, school assignment and travel patterns. The interim report has been shaped through the data analysis, benchmarking and community engagement.

In the last 20 years, student enrollment at MCPS has increased by more than 30,000 students. This growth has propelled MCPS into one of the largest and most diverse districts in the nation. However, facility construction has not been able to keep pace with this significant growth. The overcapacity of many schools—paired with a continued focus on equity and excellence—prompted the Board of Education to initiate an assessment of current school boundaries in January of 2019. This ensured that MCPS could continue to provide high-quality facilities that support the educational programming needed to reinforce MCPS’ core values of Learning, Relationships, Respect, Excellence and Equity.

“As a school community, we are faced with real and complex issues—issues we will have to solve together,” stated Board of Education President Shebra Evans. “Only the Board has the authority to change or set school boundaries, however, it is important as a community that we are collectively and respectfully engaged in the conversation.”

Important Note: This initiative will result in an analytical assessment and a summary of the community engagement process. It will not make recommendations on potential boundary revisions.
