Majority of Montgomery County Public Schools Receive a 4 or 5 Star Rating on the 2019 Maryland State Report Card

Montgomery County Public Schools released the following statement from Superintendent Jack R. Smith regarding the release of the Maryland State Report Card:

The Maryland School Report Card continues to provide valuable insight about our schools. We continue to see the majority of our schools performing at very high levels based on the report card measurements. However, the data also confirms that there is much more work to do to ensure each student at every school is meeting their full potential.

“The 2019 Report Card contains new performance indicators, including a survey of students and educators. It is important to note that these new indicators make it difficult to directly compare the 2018 star ratings with this year’s ratings.

“While the addition of new performance indicators allow districts across the state to better understand how well schools are serving students, the Report Card continues to provide a limited view of the progress of our more than 165,000 students. To better understand how our schools are serving all of our students, MCPS has developed an Equity Accountability Model that provides a more detailed and focused report of school success. The Equity Accountability Model uses multiple and frequent measures of students’ progress to determine if a school is meeting the needs of ALL students, with a special emphasis on reducing and eliminating disparities in student achievement.”

1 Schools receive a “final score” (total earned percent, star rating and percentile rank) only if the school has at least 45 possible points on the Maryland Accountability System. Schools may not meet the minimum possible points if, for example, an elementary school has only grades K-2 (and therefore does not have students who participate in state standardized tests).  All available data will be reported for all schools, even if the school does not receive a “final score.” Montgomery County has eight schools that did not receive a final score.
