Early Elementary School Performance Gains

The Impact of Academic Reforms in
The Montgomery County Public Schools

The results of national tests taken in spring 2003 by more than 10,000 second graders in Montgomery County Public Schools have shown dramatic improvement.

The test scores reveal that children most at risk for academic failure are performing at or above the national median in key subjects such as reading and mathematics. Some children are among the highest performing in the nation.

The second graders who took the TerraNova Comprehensive Test of Basic Skills (CTBS) are the first class of students to receive the benefits of three years of major reforms in elementary

school education in MCPS. The reforms included pre-school programs focusing on reading, full-day kindergarten and extended learning programs after school.

Studies of the CTBS results detail consistent and, in some cases, extraordinary gains by African American students, Hispanic students, poor students, special education students and those learning English as a second language.
