Job Banding for IT Systems Specialists:  Advancement Criteria

Criteria to advance from Intern (18) to ITSS I (20)

  • Show the ability to meet customer needs by demonstrating competency in his/her current responsibilities;
  • Demonstrate knowledge of MCPS rules and regulations related to the position
    • IGT-RA – read and be able to communicate meaning to users
    • Security Procedures
    • Creation of log-ins (matrix)
    • Union agreement and labor relations rules, such as overtime, leave, travel
    • Licensing and intellectual property rights
  • Satisfactorily complete all training required for movement to the ITSS I level;
    • Independent study and/or coaching to learn all existing configurations in schools
    • Vendor provided training or other coursework to learn new tools
    • Hands on training in technology lab
    • In-house training to acquire technical skills
  • Attain a specific, pre-defined and consistently applied level of proficiency in supporting users and administering technology services; Must be able to perform more technically complex tasks such as:
    • first-level problem-solving and trouble-shooting
    • offering first-level diagnosis for hardware/software problems
    • responsibility for independently installing and configuring workstation hardware/software
    • install cables and configure telecommunications equipment
  • Successfully complete six months at the ITSS Intern level.

Criteria to advance from ITSS I (20) to ITSS II (23)

  • Show the ability to meet customer needs by demonstrating competency in his/her current responsibilities;
  • Demonstrate knowledge of department and division procedures;
    • All above
    • Procurement regulations and purchasing procedures
    • How to lead a meeting
    • Project management tools (PAG, MSProject)
    • Documenting work and work procedures
    • Process improvement procedures and process flow-charting
  • Satisfactorily complete all training required for movement to the ITSS II level;
    • Independent study, coaching, and/or in-service training to learn technical skills and applicable department and division procedures
    • Vendor provided or formal (technical institute or college) training to learn the technology tools currently used or being adopted
    • In-house training and/or workshops to update technical skills
    • Industry training to acquire the first level of technical or professional certification, for example Microsoft Certified Professional (MCP) or Microsoft Office Specialist
  • Attain a specific, pre-defined and consistently applied level of proficiency in supporting users and administering technology services;
    • Independently install and configure networked hardware and software
    • second-level problem-solving and trouble-shooting
    • offering second-level diagnosis for hardware/software problems
    • Assist in planning of a local area network
    • Inspect telecommunication cabling, power, and facilities
  • Successfully completed a minimum of one year at the ITSS I level.

Criteria to advance from ITSS II (23) to ITSS III (25)

  • Show the ability to meet customer needs by demonstrating competency in his/her current responsibilities;
  • Satisfactorily complete all training required for movement to the ITSS III level;
    • Independent study, mentoring, and in-service training to learn analytical, project management, team leadership, and technical skills
    • On-the-job project participation to learn how MCPS creates business solutions and integrates systems, including vendor relations and customer collaboration
    • Shadowing IT Systems Engineers or project managers, practicing what is learned, and integrating these skills into the existing skill set
    • Vendor provided or formal (technical institute or college) training to learn the technology tools currently used or being adopted, or to research the viability of new tools that may be under consideration
    • In-house training and/or workshops to update technical skills
    • Industry training to acquire an intermediate level of technical or professional certification, for example Microsoft Certified Systems Engineers (MCSE)
  • Attain full mastery of user support and technology administration;
    • Serve as a consultant to those requiring unique business solutions
    • Integration of multiple vendor products
    • Perform independent research to resolve technical problems
    • Implements new and emerging technologies in the resolution of program needs
    • Documents work and work procedures that meet quality assurance standards
    • Lead staff and manage projects
    • Organize and facilitate meetings
    • Provide in-service training to technical staff
  • Be able to assist with (workflow) project planning and reporting;
  • Be able to review work for accuracy; and
  • Successfully complete a minimum of one year at the ITSS II level.
