English Language Arts (ELA) Request for Proposal 2022

MCPS began the implementation of Benchmark Advance, a new elementary English Language Arts curriculum (ELA) during the 2018-2019 school year. The contract was established for three years, with the option to extend for the three following years. MCPS has issued a Request for Proposal (RFP) to identify the curriculum that will be used for elementary ELA when the current contract concludes.

Purpose

The goal of the RFP is to evaluate multiple products to ensure that the MCPS ELA curriculum is of the highest quality and meets the needs of our diverse school district. Key curriculum requirements include the components of Structured Literacy aligned to the Science of Reading research, a strong writing program, and that it reflects the diverse experiences and identities of all students.


Process

  1. Once proposals by vendors are received, an initial screening will be completed by central office staff to identify only those who have met all required elements of the RFP.
  2. A review committee made up of parents, teachers, community representatives, administrators, and staff will review materials and hear presentations, providing feedback using a common rubric.
  3. Finalists will be invited to interviews with different central office departments to answer targeted questions (ie, Technology and Data Systems, General Counsel, Special Education, etc.)
  4. MCPS will recommend one or more products to the Board of Education, who will make the final adoption decision.
