Where does the primary responsibility lie concerning an
individual's health and the decision to use tobacco products?

Does it lie with the individual, the government,
tobacco industry or the advertising industry?

Take a stand concerning "who is responsible" using magazine or newspaper articles and opinion papers which support your view. State your opinion in a 2-3 paragraph paper (typed, 12pt. Double-spaced) using factual information from your research.
