Flower
Valley was constructed in 1966. A six-room addition was built
in 1970 and a $4.5 million modernization in 1995. A day care
program with an enrichment and pre-school program is provided.
This school is unique in that it is the only school in Montgomery
County that has the Cued Speech Program for Deaf and Hard
of Hearing. This program, originally conceived at Gallaudet
University, has an exemplary national reputation for educating
deaf children. At Flower Valley we also provide a special
education program for students with emotional disabilities.
Children in our special programs are fully included in the
Flower Valley educational environment.

| Learning
is both a right and a responsibility. Every child is to be encouraged
to exercise those rights to the maximum degree that ability
and emotional maturity will allow. Each child needs to discover,
examine and weigh every experience, in order to develop values
consistent with the concepts of individual dignity and respect
for others in a changing social environment. Education arises
from the continuing process of questioning, seeking alternatives,
evaluating consequences, making decisions or choices, and improving
those decisions in light of ensuing results. An acceptable educational
atmosphere exists only where this process allows the individual
to be successful while retaining a balanced sense of self. The
primary purposes of our school are for students to achieve academic
excellence and establish good study habits, in a democratic
atmosphere. Flower Valley provides an educational program appropriate
to student needs and abilities in all curriculum areas. Our
school will seek to build within each child a sense of responsibility,
confidence, pride in accomplishment, and a positive self-image.
Our school will provide a quiet and orderly environment in which
children will have the opportunity to maximize their academic
