Board Actions Include Residency & Tuition Policy

The Board of Education met on Tuesday [February 10] and, among other items, adopted the Fiscal Year 2005 operating budget and revisions to the budget review process. The Board tentatively approved Policy JED, Residency, Tuition, and Enrollment, and also approved an administrative appointment and changes in the Chinese Immersion Program. In addition, the Board discussed an update of the Administrative and Supervisory Professional Growth System.

Adoption of FY 2005 Operating Budget

The Board adopted an operating budget request for Fiscal Year 2005 of $1.6 billion. The budget would maintain existing initiatives, provide one new major program improvement - adding 17 full-day kindergarten schools - and reopen Northwood High School. Negotiations with employee organizations regarding wages and benefits have not yet been concluded.

Budget Review Process

The Board approved a revised budget review process recommended by the Board Research and Evaluation Committee that will encourage greater public involvement during the budget and strategic plan development process. Advantages of the new approach include opportunities for citizen input to the annual process of updating the five-year strategic plan and aligning the budget with the strategic plan.

Policy JED, Residency, Tuition, and Enrollment

The Board tentatively adopted revised Policy JED, Residency, Tuition, and Enrollment, for public comment. The policy sets forth an effective and equitable enrollment process for all eligible Montgomery County school-age children, and establishes the process needed to ensure the bona-fide residence of enrolled students and their families.

Items of Legislation

The Board voted to approve positions on a number of items of legislation relating to education pending before the Maryland General Assembly.

Appointment

The Board approved the following administrative appointment:

· Dr. Alan Goodwin, currently acting principal, Thomas W. Pyle Middle School, as principal of the school.

Chinese Immersion Program

The Board voted to expand countywide opportunity to enroll in the Chinese Immersion program at Potomac Elementary School by providing a countywide lottery for enrollment in the Chinese Immersion kindergarten class, with first priority being given to siblings of currently enrolled students.

Update on A & S Professional Growth System

The Board discussed an update on the progress of the Administrative and Supervisory Growth System (A&S PGS) to support high quality leadership in schools and offices. A steering committee and design team have developed the vision and philosophy for the A&S PGS, as well as the standards for principals. Standards and criteria development form the foundation for the continuing work of the steering committee and design team, which includes the development of a new evaluation process for principals.
