SMOB 2.0 Initiative

Special Elections Committee (join) (Conducts the election of the SMOB)

Congratulations to Mr. Tim Hwang, junior at Wootton High School, elected as the 2009-2010 student member of the Board of Education.

Mr. Hwang was chosen by 56.49 percent of the secondary students who cast ballots in the April 29, 2009 election, conducted by the Montgomery County Region of the Maryland Association of Student Councils. The overall voter turnout was 84.68 percent (63,386 students). All high schools and middle schools submitted election results, along with four alternative programs.

His opponent, Mr. Jiayi Yang, is a junior at Richard Montgomery High School.

Mr. Hwang will begin his term as the 32nd student member of the Board on July 1st. He has been active in student government for several years and currently is the vice president of the Montgomery County Region of the Maryland Association of Student Councils (MCR).

On April 29, 2009, at 6:55 p.m., the election for the thirty-second student member of the Board of Education was certified.

Mr. Timothy Hwang, a junior from Wootton High School, has been elected.

Of the students eligible to vote 63,386 voted. All high schools and middle schools submitted election results. Four alternative programs also participated in the voting.

The vote summary is as follows:

Students registered* 74,854
Students voting 63,386 84.68%

Tim Hwang 35,654 56.49%
Jiayi Yang 27,460 43.51%

272 blank ballots were cast. A blank ballot means that the student exercised his/her right to vote, however, he/she did not vote for either candidate.

*The number of students registered is based on the September 30, 2008, Official Report of Enrollment by Grade and School.

General Information:
MCR has the unique opportunity, in partnership with our Board of Education, to supervise the election of the Student Member of the Board of Education (SMOB). In Montgomery County, the student Board member must win a spot on a final ballot, actively campaign and be elected by the majority vote of students in middle and high school. This unique opportunity in civic education allows our secondary students to experience the power of their vote. The student member on the Board of Education is an elected public official, sworn in by the clerk of the court.

The chief administrator and deputy chief administrator (appointed by the MCR president), conducts the business of the Special Elections Committee in running the election procedures for the SMOB. All high schools should have at least one student serving on the committee. Middle schools are encouraged to have a representative on the committee. (Special Elections Committee)

Most special elections meetings are held at Carver Educational Services Center (CESC pdf map) in the cafeteria or the auditorium. There is a door into the back of the cafeteria just before the North Entrance to the building (by the reserved Board of Education parking spaces).The auditorium is directly inside the North Entrance (further past the cafeteria door)....Questions?
