: MCR will publish a newsletter to MCR member schools that includes reports of SGA activities from our county high schools. Schools should periodically report on your school's SGA's activities. Please do not include any student names in your report.

Schools must request a bus
for their school's delegation to attend a general assembly.
The bus RSVP is due approximately 12 days before the
general assembly. This time allows the field trip office
to group the schools and then the the Student Affairs
Office completes the field trip paperwork. Click on

Schools must report the number
of students attending and the number of students purchasing
lunch for the general assembly. This allows the host
school to prepare for the meeting. The deadline is FOUR
school days BEFORE the meeting. Click on this link to

Schools wishing to host a
2009-2010 general assembly should first read the hosting
checklist (pdf),
then apply on-line (link).
There is no password to apply.
All
students attending the General Assembly need to bring
a bag lunch or cash for lunch. A student's SNAP or PIN
number is not accepted at other schools. Students on
free or reduced lunch should arrange for a bag lunch
from their own school prior to the general assembly.
The host school will provide a light morning refreshment.
It is important that school register the number of students
attending and the number of students buying lunch so
the host school may prepare.
Students
attending the MCR General Assembly should turn in a
copy of their field trip permission form (PDF
file) to the SGA advisor. The school will complete
a School Attendance Form (PDF
file)and will attach the copies of the permission
forms to be turned in at the general assembly. These
will be collected for emergency information and data
purposes. It is the responsibility of the school SGA
advisor to collect all of the necessary forms and keep
the original on file at the school. This is a MCPS approved
field trip.
MCR has bus transportation
to their general assemblies! The Board of Education
appropriated the bus money because it was felt that
having students drive to meetings is a major safety
concern. What this means for MCR is that now our high
schools diverse population (age, culture, socio-economic)
can be truly represented at the monthly meetings. Buses
pick up students beginning at 9:25 a.m. and return them
between 1:15 - 1:45 p.m.

by the registration deadline so the school trip tickets
can be finalized and sent to the field trip office in

| GA Synopsis Sept. 25 - The purpose of this first general assembly was to teach students about the dangers of cyber bullying. Mr. Larry Wong gave a presentation show how nothing is private on the internet and bullying can even lead students to committing suicide. Our SMOB also informed everyone about the progress he has made as a board member and ways students can get involved with SMOB 2.0. |

| GA Synopsis Oct. 29 - MCR and MCJC were joined together for this meeting to learn about recycling and reducing energy costs from SERT’s presentation. Schools received press releases with energy consumption data and came up with ideas to make their schools more environmentally friendly. MCR needs a complete
roster for all SGA presidents. Please complete your SGA
President roster information as soon as possible. (on-line link...no password is needed)

soon as delegates arrive at the host school so it may
be typed on the computer for all to see during discussion.
If possible, email written legislation to Karen_L_Crawford@mcpsmd.org no later than two days before a general assembly.
Two or three schools
will be grouped on a bus according to their location
to the host school.
Schools complete the Attendance
Sheet (pdf)
and attach a copy of the students' permission forms
(pdf)
to be turned in at the General Assembly registration.
Buses will pick up students
at the first school in the group (usually the school
farthest from the host school) starting at 9:25am and
will arrive at the host school between 10:00-10:30am.
Bus operations for MCR are treated the same as regular
morning and afternoon bus runs and thus do not require
an adult "chaperone" on the bus. This has
worked well for past years and it is expected that the
high school delegates will continue to represent their
schools in a positive manner.
Light refreshments will be served during registration
(10:00-10:30am) at the host school. The meeting will
begin at 10:30am (or as soon after 10:30am when most
of the buses have arrived).
MCR is required to provide a lunch-time during the general
assembly meeting because students will miss their scheduled
lunch time at school All delegates should bring either
cash for lunch or a bag lunch. The host school usually
sells pizza/chips/sodas/etc. to students wishing to
purchase food. Students may bring a bag lunch.
Note: Students on free or reduced lunch
should check with their cafeteria manager several days
before the meeting to request that a bag lunch be ready
for them to pick up on the day of the meeting before
boarding the bus.
The meeting will end promptly at 12:20pm, and the students
will eat lunch, then board buses to return to their
home schools before the afternoon bus run.
The chart below shows the
number of voting delegates allowed from each high school
based on the projected enrollment report for 2007-2008.
Schools may send a full delegation of voting delegates,
and equal number of observers, plus MCR executive board
members (which include any elected and appointed MCR
executive staff who attend your school, your schools
SGA president and a confirmed MCR liaison from your
school). Delegates can be any interested students,
not just SGA members.

Every high school may name a student as their MCR liaison.
This is an additional vote for the school. Schools need
to turn in the name of their liaison to the Student
Affairs Office and the liaison must attend an MCR executive
board meeting to be confirmed (executive board meetings
which are generally held one evening at the beginning
of each monthclick here
for schedule) Liaisons must be confirmed before assuming
this position. In addition to MCR staff, including SGA
presidents and MCR liaisons, the executive board meetings
also are open to other interested students.
With the advantage
of bus transportation, MCR expects that all schools
should be able to send a delegation to every general
assembly. Remember, students attending MCR do not have
to be a member of the schools student government.
Since ANY student now has the means to attend a general
assembly, your SGA has an excellent opportunity to reach
out and involve the under-represented populations in
their schools.

STUDENTS ARE NOT PERMITTED TO DRIVE TO THE GENERAL
ASSEMBLIES. Students attending MCR general assemblies
MUST ride the bus. Students who have tests, sporting
events, etc. will NOT be given permission to drive.
The ONLY exceptions to this rule are:
* the four elected MCR officers - they have to arrive
early for set up. Other students (even siblings) may
NOT ride with them
* students who have an internship or work-related assignment.
Other student (even siblings) may NOT ride with them
* the student member of the Board of Education
Students who meet the above exceptions must complete
the special transportation form (pdf
file), have it signed by the school administration
and a parent, and bring it to the general assembly.
It will be turned in with the school attendance sheet
and other permission forms.
