Emerging Student Leaders Program

The Student Emerging Leaders Program, a partnership of the Montgomery County Public Schools
(MCPS) and the Montgomery County Business Roundtable for Education (MCBRE), is designed to
nurture student interest in national, state, and local government. (link to the MCBRE Congressional Black Caucus program web site; link to the MCBRE Congressional Hispanic Caucus program web site)

Two selected sophomore students from each high school participate in the Congressional Black Caucus Annual
Legislative Conference and the Congressional Hispanic Caucus Annual Legislative Conference held in the fall in Washington, D.C. Students are selected in the spring, semester 2 before the fall program (rising sophomores). Interested students need to speak with the administration and/or counseling department at their school in the early spring.

2008-2009 Program Information
Semester I: Prior to participating in the fall conference, students complete an information and
commitment form, and attend a preconference meeting to receive up-to-date information. Students
must attend one of these meetings in order to participate. Parents/guardians are welcome to attend
the preconference meeting.

After participating in the legislative conference, students select and research a topic that was
discussed by congressional legislators and complete a project. At a time to be determined by each
school, students will present their projects to an appropriate audience.

Semester II: Students attend a reception with Congressman Christopher Van Hollen and additional
event sponsors.
