Evaluation of the Kennedy Cluster Watkins Mill Cluster Project in Montgomery County Public Schools

The Office of Shared Accountability is conducting a multiyear evaluation of the Kennedy Cluster Watkins Mill Cluster (KCWMC) Project in Montgomery County Public Schools. The project is a collaboration among MCPS and Montgomery County government agencies. The goal of the KCWMC Project is to remove barriers to student success by addressing three objectives: (1) support the well-being of students and families through a multi-agency team process; (2) provide a rich out-of-school-time environment; and (3) create a network of community partners. This report describes the implementation of the project by examining the perceptions of school-based and agency-based stakeholders. In addition, outcomes associated with two of the objectives—providing a rich out-of-school-time environment and creating a network of partners—are reported.

Recommendations:

  • Plan and provide additional staff training as well as training sessions for parents and family members in cluster communities.
  • Explore ways to encourage more Hispanic/Latino students to participate in Excel Beyond the Bell, one of the out-of-school-time activities provided in the cluster schools.
  • Centralize project record-keeping to improve coordination of services and activities.
