Job Banding Background

Job banding was introduced in MCPS through joint labor management discussions and workgroups. SEIU 500, the employee association for supporting services staff, viewed job banding as a way to improve career paths and establish a process for self-directed career advancement. Management viewed job banding as a way to improve staff retention by providing more staff with the opportunity to advance into jobs that were hard to fill due to job market competition.

The first “job band” established in MCPS was for the information technology (IT) systems specialist job classification. A workgroup was formed to come to agreement on the terms and conditions for job banding in CPS and to establish the administrative procedures for needed to manage the processes around how staff advanced. This first job banding workgroup included information technology administrators, SEIU 500 officials, employee representatives, and staff in the Office of Human Resources.
