The UpCounty Office of Montgomery County Infants and Toddlers Program (MCITP) is located on the grounds of Neelsville Middle School in Germantown. Early intervention services are provided to children and their families in their homes or child care settings. Depending on the needs and concerns of the children and their parents, they may participate in group programs.

An Individual Family Service Plan (IFSP) is developed by a team of specialists in collaboration with the family. This plan may be modified at any time and is reviewed and revised every six months.

As a child approaches the age of 3 years, staff prepares the family for transition to other programs within the community as appropriate. Transition information is provided, meetings are held, assessments are completed, and community resources are discussed.
