The Home and Hospital Teaching (HHT) program provides instructional services to students, who are unable to attend a regular school program due to a physical or emotional condition.
Students in a full day program typically receive 6 hours of instruction weekly. Students in a half day program receive 3 hours of instruction weekly. Instruction takes place either at the home, library, or other public facility. A responsible adult, 21 years of age or older, is required to be present during instruction time in the home.
Eligibility
- Student must be a Montgomery County resident and enrolled in grade pre-k to 12 in a public or non public school.
- Student has an anticipated absence of four weeks or more from regular school due to a physical or emotional condition.
- The licensed physician or certified psychologist/psychiatrist verifies in writing the student's diagnosis and need for home and hospital teaching services.
- A current completed application must be on file at the home and hospital teaching office.
- The referring physician/psychologist/psychiatrist must be responsible for the continuing of treatment or supervision during the time the student is out of school.
- Continuation of services is always subject to review and requires re-verification by physician/psychologist/psychiatrist.
Parent Responsibilities
- Submits a completed application including parent signature to the school of enrollment. The application cannot be processed until all necessary paperwork is on file.
- Establishes a meeting schedule with the teacher; normal instruction hours are from 8:00 A.M. to 6:00 P.M.
- Ensures a responsible adult (21 years of age or older) is present when instruction takes place in the home. Provides a conducive learning environment in the home which includes a quiet, well-lit and smoke free room.
- Instruction usually takes place at student’s home but when circumstances warrant, instruction may take place at an alternative site. Provides transportation for student to and from alternative instruction site.
- Ensures the student is dressed appropriately and ready to begin instruction when the teacher arrives.
- During the first meeting with teacher, reads and signs the “Agreement for Home and Hospital Teaching” form.
- Signs teacher’s biweekly report after each instructional session to verify the date and time instruction took place in the home. The student signs the timesheet when meeting at an alternative site.
- When instruction takes place at the public library or other public place, it may be agreed that a parent /adult does not need to be present.
- Note policies and regulations as outlined in the Students Rights and Responsibilities Handbookare in effect for students on home and hospital teaching.
- Agrees to keep all instruction appointments. In case of emergency, agree to notify the teacher of a cancellation in a timely manner.
- Is aware that missed instructional appointments may result in the student not earning grades and/ or termination of service.
- Is aware that, a grade report is provided quarterly and/or when the student is withdrawn from home and hospital teaching. A copy of the grade report is provided to the parent, the school and the home and hospital teaching office.
Student Responsibilities
- Is appropriately dressed and ready to begin instruction when the teacher arrives.
- Shows respect to the teacher.
- Has all school issued books and materials available for instruction.
- Completes homework assignments.
- Establishes a meeting schedule with the teacher; normal instruction hours are from 8:00 A.M. to 6:00 P.M.
- May not participate in extra curricular activities, volunteer, or work while receiving home and hospital teaching service.
- Agrees to keep all instruction appointments. In case of emergency, notifies the teacher of cancellations in a timely manner.
- Is aware that missed instructional appointments may result in not earning grades and or termination of service.
- Takes County Final Exams, classroom teacher tests, MSA and HSA Exams, and other tests as required by school.
School of Enrollment Responsibilities
- Principal designee submits completed HHT application to the HHT Office.
- Keeps student enrolled in school for duration of time student is on home and hospital teaching. Marks student absent from school with reason of home and hospital teaching.
- Verifies student's course schedule with the home and hospital teaching office.
- Provides the home and hospital teacher with textbooks, course outlines, and current instruction information for the student receiving home and hospital teaching.
- Collaborates with the home and hospital teacher to ensure the student receives current course work.
- The case manager submits to HHT office a copy of the student’s IEP for Home and Hospital Teaching to include change in placement, HHT goals, and the need for accommodations and/or additional services to the HHT Office.
- Determines student’s report card grades.
Home and Hospital Teacher Responsibilities
- Provides instruction to students as assigned by the home and hospital teaching office.
- Has the adult present sign the teacher’s biweekly report after each instruction session to verify date and time teaching took place in the home. Has the student sign the timesheet when meeting at alternative site.
- Within 24 hours of accepting assignment, contacts student’s parents to schedule teaching time, collects instructional materials and communicates with course classroom teacher.
- Plans course lessons according to MCPS curriculum guides, grades student work performance, and assesses student progress using MCPS Grading and Reporting Practices.
- Monitors confidentiality of student information.
- Maryland Law requires instruction to begin 10 days after verification for need of service.
- Submits final grade report to home and hospital teaching office, school, and parents when student withdraws and/or at the end of the marking period.
- Reports student cancellations and no shows to home and hospital teaching office within 24 hours of occurance.
Home and Hospital Teaching Office Responsibilities
- Coordinates instructional service for homebound students.
- Assigns teachers to instruct students.
- Processes applications for home and hospital teaching service.
- Collaborates with parents, schools and other MCPS units to support needs of students.

Please print the application and attached letters. Provide the physician or psychiatrist/psychologist with the Health Care Provider letter and application. Read and retain a copy of the Dear Parent letter.
In accordance to State of Maryland Law, continuation of home and hospital teaching service beyond sixty (60) calendar days requires re-verification of need.
