Grants Process

The grants process ensures that grants are used to support programs and projects that are consistent with MCPS policies and procedures and promote student achievement. Grants are reviewed for quality and compliance with the grantor's preferences and requirements. During the process, staff carefully review proposals to ensure that the grant will not impose unacceptable limitations or requirements upon MCPS.

If your grant proposal is for a new program or project and meets ANY of the following criteria, you must contact the MCPS grants specialist who will request the signature of the superintendent of schools on the grant proposal or application.

Amount of grant is greater than $10,000

Funding source requires restricted annual financial reporting

Grants requires cash or in-kind matching funds or commitment of MCPS resources

Grant funds are used to employ personnel other than substitutes in schools during the school day

Note: A restricted annual financial report is a report that must be filed annually with a grantor agency. Grants funded by the federal government directly or through another agency or organization always require restricted annual financial reporting. Grants from the state or a non-governmental grantor may require a restricted annual financial report at the discretion of the grantor. A nonspecific general request to inform the grantor of program results, including how funds were expended, does not constitute a restricted annual financial report.

Note: Funds from grants cannot be used to employ personnel other than substitutes in the schools during the school day unless approved by the Board of Education.
