Mission Statement

Through Collaboration among key stakeholders the Office
of Special Education and Student Services (OSESS) builds
the capacity of students, staff, and families for securing the
foundations of student success.

Special Education
The Department of Special Education Operations and Department of Special Education Services develop, coordinate and enhances efforts, including early intervention strategies, to educate and support students with educational disabilities and to ensure that curriculum, instructional and behavioral practices best meet the educational needs of all students.

Student Services
The Department of Student Services provides a collaborative approach to support student’s academic success through programs and services including school counseling, psychological testing and evaluation, transition support for adjudicated youth, student government associations, absence, truancy, and dropout prevention, change of school assignments, enrollment, evaluation, and monitoring of home instruction students, and school enrollment for international students.

Alternative Programs
Alternative programs provide a wide range of educational experiences and services to students with diverse needs at a variety of sites.

Adult Education
Adult education classes promote active, lifelong learning through vocational and enrichment opportunities.

Linkages to Learning
Linkages to Learning is a school-based collaboration among Montgomery County Department of Health and Human Services, Montgomery County Public Schools and non-profit, community service providers. Linkages and its partners deliver prevention and early intervention health, mental health, social and educational support services at over 20 MCPS elementary and middle schools with high percentages of low-income families.
