The Leadership
Development Program (LDP) is designed to assist participants
in developing the knowledge, skills, strategies, attitudes
and aspirations to become effective school-based leaders
and to improve student learning.
School leaders face increasingly high demands to reach
higher standards and raise student achievement. The
Leadership Development Program aspires to develop the
strong leadership that is needed to meet these challenges.
The LDP content and design recognizes the changing roles
of school administrators to meet challenges such as:
a greater focus on academic standards and outcomes;
increased interest in more collaborative leadership;
more demands for community involvement; new instructional
strategies; data driven decision-making; and technology.

MCPS is looking for motivated, dedicated, skillful, and creative people to become school-based administrators. Research shows that effective school administrators play a critical role in the success of schools and their students. Recruitment and development of future administrators helps to ensure that MCPS will continue to focus on the success of every student. Ideal candidates include teacher leaders who support student achievement in the classroom, provided professional development to other teachers, and/or developed curriculum and programs.
To apply for eligibility to become a school-based administrator, send the following pre-application requirements in one packet to the Office of Human Resources to the attention of Ana Stein:
- Certificate showing completion of the Future Administrators Workshop series during 2007, 2008 or 2009. Attendance in all sessions is required.
- Certificate showing completion of Observing and Analyzing Teaching I (OAT 1), along with the score received. Registration is on Professional Development Online (PDO) for courses beginning in the fall. Candidates who have already completed OAT 1 prior to January 1, 2007 should contact Dr. Catherine Allie for information about becomming recertified in OAT 1.
- Recertification Process:
OAT recertification sessions will be posted on PDO. The session will require you to observe a class with an OAT instructor and submit a full post-observation conference report on the observation.
The OAT Recertification sessions are purposefully scheduled to allow time for writing, submitting, receiving feedback and revising the reports prior to the due date for the application package.
If you are in a position that requires you to complete observation reports regularly, you may contact Dr. Catherine Allie (301-601-4800) about the process for being recertified based on a report. It is suggested that applicants allow at least at three weeks for this process.

Attendance at the four-session Future Administrators Workshop series, sponsored by the Office of Organizational Development (OOD), is a requirement for entering the Assistant Principal (AP) Promotion Pool and is open to all school and central office staff interested in becoming school-based administrators. The workshop series will provide an overview of what MCPS is looking for in its leaders, explain requirements for admission into the AP Promotion Pool, and describe the MCPS Leadership Development Program.
The workshop series will be held Oct 5, 20, 28 and Nov. 4, 2009, at the Festival Center, Muddy Branch Road, Gaithersburg, from 4:30-6:30 p.m. Participants must attend all four sessions in order to receive a certificate. Only one make-up will be permitted.
Registration for the workshop series be available later in the fall on PDO. The workshop is listed in OOD as Future Administrators Workshop Series.
The Office of Human Resources will accept applications for the AP Promotion Pool from January 4, 2009 through April 9, 2010. To initiate an application, submit a complete packet of information containing the items listed above to Ana Stein, Office of Human Resources, 7361 Calhoun Place, Suite 401, Rockville, Maryland 20855, before April 3, 2009. Additional information will be sent to eligible applicants at that time.
An MCPS employee who can verify AP experience (AP1, AP2, intern) of at least one full year within the past three years may receive a Future Administrators Workshop Alternative Certificate. Also, Assistant School Administrators who can verify experience of at least one full year and who attended the required Assistant School Administrator seminars may receive a Future Administrators Workshop Certificate. Candidates who are currently in an Assistant School Administrator position can qualify for a certificate by attending Assistant School Administrator Seminars, which incorporate the content of the Future Administrators Workshop series.
