Previously, in a response to a request by the Board of Education during its review of the FY 2014 Operating Budget to examine school-based positions at the time that did not have defined staffing ratios, the Department of Student Services in the Office of Special Education and Student Services had indicated the desired state recommended by a work group would be to add 29 psychologist positions along with other positions by FY 2019.  Attached is a memorandum from Joshua P. Starr, superintendent of schools, dated December 5, 2013, which discussed a multi-year plan to add these positions.

The following table reflects how that plan would have added these 29 psychologist positions over several years.
