Given the increase in ESOL students, and taking into account the increased intensity of their needs, what would a proportional increase in the number of ESOL counselors be?

ESOL transition counselors (ETC) normally are not certified school counselors, but have other certifications and training related to mental health practice, provide supportive services to students, and are fluent in at least two languages.  

School Based ESOL counselors (SBEC) are all Spanish speaking certified school counselors and serve two high schools each. They provide direct service to ESOL students (normally ESOL level 1 and ESOL level 2) in the school setting, supporting both the social/emotional development and well-being of the students as well as their academic achievement. 

As detailed in the chart below, in 2004, there were 4.6 FTE bilingual therapeutic specialists supporting a total of 11,300 ESOL students. For the 2016-17 school year, there are currently 10.9 FTE ESOL transition counselor positions with 9.9 FTE positions available to support METS schools and non-METS schools if requested, a 1.0 FTE position to support Students Engaged in Pathways to Achievement (SEPA) and Career Readiness Education Academy (CREA) programs, and 7.5 FTE school based ESOL counselor positions supporting a total of 26,120 ESOL students. In summary, the increase in ESOL counselor positions demonstrates MCPS’s commitment to support our growing ESOL student population and acknowledges the increased intensity of their needs. Lastly, as our ESOL student population further changes, we will continue to reevaluate the resources and funding allocated to ensure that such resources accurately support our ESOL students.
