* AP Capstone is a new program in which students who earn scores of 3 or higher in AP Seminar, AP Research, and on four additional AP exams of their choosing, will receive the AP Capstone Diploma.
** Once decisions are made (see below) regarding the Title I Part A program, MCPS will be able to determine the cost to cover student fees for AP/IB for FARMs students.
MSDE Grant Funding:  Important Changes to Federal / State External Exam Fee Assistance
Since 1998, the federal government has provided dedicated funding to offset the cost of advanced placement exams for low-income students. These Title I program funds were made available to MCPS students through the Maryland State Department of Education (MSDE) AP/IB Test Fee Waiver Program. The Every Student Succeeds Act (ESSA), which goes into effect in 2017, eliminates the dedicated advanced placement test fee waiver program. The federal funding available for exam fee assistance is now consolidated with 48 other education programs in a Title IV block grant:  ESSA Title IV, Part A.  MSDE is still in the process of developing Maryland’s ESSA Plan. The level of federal Title IV funding available for 2017 external exam fee assistance is uncertain at this time.
