Provide an update on the status of using a company to provide substitute teachers as a resource.

Question#: 11

Montgomery County Public Schools (MCPS) periodically reviews companies that assist in providing substitute teachers to school systems. Typically, these companies provide substitute teachers at a high cost relative to managing an internal system to fulfill long and short term assignments. There are many benefits to maintaining an internal system of substitute employees, and this group has its own addendum to the Montgomery County Education Association (MCEA) negotiated agreements reflecting our institutional commitment to MCPS substitute teachers. However, there may be times where contracting with an outside agency may be prudent, particularly in hard-to-fill substitute areas. While at this time there are no specific plans to contract with an outside agency, this is an area where our Office of Human Resources and Development will explore further in the future.
