Provide specifics regarding the funding for instrumental music support.

ANSWER:

For FY 2017, the funding for instrumental music programs is $255,604.  This amount does not include the cost of positions. Also, it does not include the allocations to schools for instructional materials and furniture/equipment replacement for which schools have discretion to use a portion of to purchase classroom materials and instruments to support their instrumental music program.  Funding for instrumental music support is provided in the following ways:

Elementary Level
The budget for elementary instrumental music support is $113,362, and is allocated as follows:

  • $54,000 is budgeted to ensure that every student in Instrumental Music Level I receives a workbook which students keep and continue using into Level II.  
  • $39,162 is budgeted to purchase a variety of instruments included as a part of a central instrument inventory for the county. Music teachers may request instruments for students on Free and Reduced-price Meals System (FARMS) through the coordinator for fine arts.
  • $9,200 is budgeted for instrument repairs and requests by schools are reviewed on a case-by-case basis. 
  • $11,000 is budgeted for piano tuning (1 tuning per school)

In addition, elementary schools have the discretion to use a portion of the following allocations to purchase instructional supplies/equipment required for their instrumental music program:

  • Instructional materials allocations are used to purchase classroom materials required to implement the curriculum.
    • $3,987,895 is allocated to elementary schools for instructional materials.
  • Furniture/equipment replacement allocations are used for the purchase of replacement furniture and/or equipment items; schools may use these funds to purchase musical instruments.
    • $133,000 is allocated to elementary schools for furniture/equipment replacement.

Elementary /Middle School Level

  • $17,801 is budgeted annually to purchase additional music instruments for disadvantaged elementary and middle school students. Music teachers may request instruments for students on FARMS through the coordinator of fine arts.  The instruments purchased remain a part of each school’s instrument inventory.

Secondary Level
The budget for secondary instrumental music support is $105,081, and is allocated as follows:

  • $67,683 is allocated to schools for instrument repairs based on the number of students enrolled in their instrumental music program. 
  • $17,317 is budgeted for piano tuning and managed centrally (4 tunings per high school and 2 tunings per middle school)
  • $20,081 is budgeted for the District II Instrumental Music Adjudications/Festivals: $10,575 is allocated for band and orchestra adjudicators; $4,225 is allocated for recording of school performances; and $5,281 is allocated for substitute teachers since the District II Adjudications are conducted during the school day.

In addition, secondary schools have the discretion to use a portion of the following allocations to purchase instructional supplies/equipment required for their instrumental music program:

  • Instructional materials allocations are used to purchase classroom materials required to implement the curriculum. Funds can be used to purchase materials and supplies needed for co-curricular activities when the activity is part of a course and if funds are available after required curricular expenses have been covered.
    • $3,806,327 is allocated to high schools for instructional materials.
    • $2,415,692 is allocated to middle schools for instructional materials.
  • Furniture/equipment replacement allocations are used for the purchase of replacement furniture and/or equipment items; schools may use these funds to purchase musical instruments. All secondary schools receive a base amount with some schools receiving additional funds based on the school’s Free and Reduced-price Meals System (FARMS) percentage.
    • $116,000 is allocated to middle schools for furniture/equipment replacement.
    • $188,000 is allocated to high schools for furniture/equipment replacement.

All-State Honors Choral and Instrumental Music Support

  • $19,360 is budgeted to pay the Maryland Music Educators Association for MCPS students selected to participate in All-State Honors choral and instrumental music groups.  The amount due is based on the number of MCPS students selected each year.
