If an ESOL student in a Head Start or Pre-K program
is suspected of having developmental delays, referrals
are coordinated through the Head Start psychologist
assigned to the school where the program is housed.
When a child with limited English proficiency is referred
to the Child Find Unit (CF), the CF staff will arrange
for an interpreter. If the child is referred for testing
in the areas of speech-language, educational, cognitive
or emotional development or any combination of these
areas, the CF personnel will refer the case to the BAT.
The director of the Division of ESOL/Bilingual Programs
will assign the case to the appropriate BAT personnel
for assessment.

Children suspected of having developmental delays that
include significant medical issues are referred to Developmental
Evaluation Services for Children for a complete developmental
assessment.
A child with limited-English proficiency who is currently
attending a special education preschool program may be
referred to the BAT for psychological testing. Educational
and speech and language testing are conducted by the personnel
assigned to the local program.
