Program Background and Purpose:
The I-PAS (Increasing Proficiency for All Students)/Challenge Initiative was created by the Maryland General Assembly to provide additional funding to improve student performance. This initiative was changed to better address the new mandates of the No Child Left Behind legislation. The
I-PAS/Challenge Initiative supports middle schools with their efforts to move students who are performing at basic levels into the proficient level of academic achievement in reading and mathematics on the Maryland School Assessment (MSA). To accomplish this goal, the I-PAS/Challenge Initiative will support school improvement activities centered on increasing teacher capacity to implement and assess the Voluntary State Curriculum (VSC). As a result, teachers are expected to understand the curriculum, implement quality instruction, and assess student learning.
