School clusters with large numbers of English language learners have a parent services staff member assigned to them to provide various support services, including:

Conducting needs assessments at each school;
- Identifying parent volunteers at each school;
- Organizing a Parent Outreach Committee;
- Facilitating communications between school and international parents;
- Organizing parent meetings in collaboration with the principal, ESOL teacher, counselor and parents from the outreach committee;
- Conducting workshops for parents on topics of interest to them;
- Coordinating with the Montgomery County Council of Parent-Teacher Associations to provide leadership training to international parents;
- Attending Educational Management Team, Educational Support Team, or Individualized Education Program Team meetings and helping the parents understand the language and the processes in these meetings;
- Providing assistance to international parents in the areas of special education, parent conferences, parental involvement, information about services and resources, and parents' rights and responsibilities;
- Conducting in-service training for school staff on how to work with the parents of English language learners.
